Two Arrested, Stolen Handgun Seized During I-70 Traffic Stop in Frederick County

FREDERICK, Md. — A late-night traffic stop on eastbound I-70 resulted in the arrest of two men and the recovery of a stolen firearm, according to the Frederick County Sheriff’s Office (FCSO).

Around 11:40 p.m. on July 21, 2025, deputies stopped a black Chevrolet Malibu near Green Valley Road after receiving reports of a dark-colored sedan driving without headlights and erratically. The vehicle matched the description given by the caller.

Authorities identified the driver as 30-year-old Willie James Robinson and the passenger as 21-year-old Deshawn Bishop Manning, both of Baltimore.

While approaching the car, a deputy spotted a black handgun on the passenger-side floor. The weapon was later identified as a Beretta 9mm loaded with seven rounds and confirmed to be stolen. Investigators noted that neither Robinson nor Manning had a license to carry a firearm, and Manning is legally barred from possessing any weapons due to a previous felony conviction.

Both men were arrested and transported to the Frederick County Adult Detention Center. They now face the following charges:

Deshawn Bishop Manning, 21

  • Possession of a handgun on person

  • Possession of a loaded handgun on person

  • Possession of a handgun in a vehicle

  • Possession of a loaded handgun in a vehicle

  • Possession of a firearm after a felony conviction

  • Illegal possession of ammunition

  • Possession of a stolen regulated firearm

Willie James Robinson, 30

  • Possession of a handgun in a vehicle

  • Possession of a loaded handgun in a vehicle

  • Possession of a stolen regulated firearm

Authorities urge anyone with further information to contact the Frederick County Sheriff’s Office at 301-600-1046.
