State police reported that a 28-year-old man was shot multiple times early Monday morning around 4:30 a.m. on I-95 near Maryland Route 216.
“We’re not yet sure whether the individual was inside or outside his vehicle when the shooting occurred,” said Maryland State Police spokeswoman Elena Russo. “When officers arrived, they found him outside the vehicle.”
The man, who sustained multiple gunshot wounds, is receiving treatment at a hospital, according to police.
The incident caused significant traffic disruption. “It was just crazy—bumper-to-bumper traffic, nobody moving,” said Jeff Scott, a driver caught in the jam. Chung Kim, another driver, added, “I saw the traffic jam and wondered what was going on.”
All northbound lanes of I-95 were temporarily closed as investigators worked at the scene. Russo later confirmed the lanes reopened after several hours.
“The highway was shut down so our crime scene technicians could search for evidence, including shell casings,” Russo explained.
Police believe the victim and the shooter knew each other and have ruled out road rage as a motive.
The victim’s vehicle, which had visible blood on the door, was towed to the Waterloo Barracks in Jessup for further investigation.
Reflecting on the incident, Kim said, “It feels like no place is safe anymore. It’s terrible.”
