Man Arrested in Connection to Rockville Double Homicide

Gaithersburg, MD – Detectives with the Montgomery County Police Major Crimes Division have charged 25-year-old Kaloyan Dimov Stoev, of unknown address, in connection with a double homicide that occurred on Friday, January 17, 2025.

Around 3:16 a.m., a 1st District officer on routine patrol discovered a white BMW stopped at the intersection of Shady Grove Road and Research Boulevard. Inside the vehicle, the officer found a deceased man, later identified as 26-year-old Marcell Jordan Hebron of Rockville, along with bullet holes on the vehicle’s exterior.

Later, at approximately 7:40 a.m., Rockville City Police officers responded to a report of a deceased person in the parking lot of 2 Research Court. Upon arrival, officers found a deceased woman, identified as 27-year-old Leilani Marroquin of Rockville, who had sustained apparent gunshot wounds. Shell casings were also found at the scene.

Both victims were transported to the Office of the Chief Medical Examiner in Baltimore for autopsies to officially determine the cause and manner of death.

Through the investigation, detectives connected the two homicides and identified Stoev as the suspect responsible for the shootings.

Stoev was arrested around 12:00 p.m. on January 17 in Rockville, where detectives recovered two firearms in his possession.

He has been charged with two counts of first-degree murder along with additional handgun-related offenses. Stoev is being held without bond at the Montgomery County Central Processing Unit.
