Life sentence handed down to man who fatally shot 21-year-old and injured two others in Silver Spring parking garage

Court officials in Montgomery County announced that a man has been sentenced to life in prison without the possibility of parole for a deadly shooting that claimed the life of 21-year-old Kymani Bailey in Silver Spring. The convicted shooter, identified as 33-year-old Ramone Ramsay, was found guilty of killing Bailey and injuring two additional individuals during an unprovoked attack inside a parking garage in 2023.

The incident occurred on July 8, 2023. According to investigators, Ramsay entered a parking garage near the intersection of Thayer Avenue and Silver Spring Avenue after being removed from a nearby nightclub. A short time later, Bailey arrived at the garage accompanied by two women. Without any prior interaction or confrontation, Ramsay opened fire on the group. Bailey, who had never met Ramsay and had no connection to him, was fatally struck during the shooting. The two women were also wounded but survived.

Detectives with the Montgomery County Police Department’s Homicide Unit analyzed surveillance footage from Public Parking Garage 3, where the shooting took place. The video enabled investigators to identify Ramsay as the suspect. During the investigation, law enforcement also learned that Ramsay had previously been incarcerated but had been granted compassionate release in 2020 due to the pandemic, despite having a felony conviction on his record.

Following his conviction, the judge issued one of the harshest penalties available under Maryland law. Ramsay received a sentence of life imprisonment without parole, in addition to another consecutive life sentence and an additional 20 years. The ruling reflects the seriousness of the crime and Ramsay’s criminal history.

State’s Attorney John McCarthy publicly addressed the sentencing, emphasizing that Bailey had been performing a considerate and protective act by walking two young women to their vehicle when he was senselessly killed. McCarthy stated that the defendant chose to carry out a random act of deadly violence against innocent individuals, resulting in a devastating loss. He expressed appreciation to the judge for imposing the maximum punishment permitted under state law.
