Large Drug Bust Following Traffic Stop on Route 15

Frederick, Md. (KM) — A major quantity of illegal drugs was seized after a traffic stop early Friday morning, according to the Frederick County Sheriff’s Office.

Around 1:23 a.m., deputies spotted a BMW X7 speeding northbound on Route 15. The vehicle was pulled over near the I-70 interchange, and deputies approached the driver.

While one deputy returned to the patrol vehicle to conduct routine checks, another noticed the driver — identified as Xerxus Rashad Belvin, 46, of North Carolina — attempting to hide a taped object under the driver’s seat. A subsequent search uncovered two red packages of suspected heroin weighing between 589.5 and 599 grams, totaling nearly one kilogram. Deputies also found a five-gallon Ziploc bag containing three smaller bags filled with baseball-sized chunks of suspected crack cocaine, weighing 519 grams in total, along with $3,818 in cash.

Sheriff Chuck Jenkins praised the deputies’ efforts, calling it “a textbook example of proactive patrol work, situational awareness, and attention to detail during a traffic stop.”

Belvin was arrested and charged with drug possession, importing more than 28 grams of cocaine into Maryland, possession of over 1,197.5 grams of heroin, and various traffic violations. He is being held without bond at the Frederick County Adult Detention Center.

Sheriff Jenkins issued a warning: “If you’re thinking about moving illegal drugs into or through Frederick County, don’t. My deputies are highly skilled and proactive. Traffickers would be wise to find another route.”
