Joint law enforcement operation in Martinsburg leads to arrests and the recovery of drugs and firearms

A coordinated law enforcement effort involving multiple local, state, and federal agencies resulted in the arrest of two individuals and the seizure of illegal drugs, firearms, and cash in Martinsburg, West Virginia. The operation took place on Thursday, December 11, 2025, and focused on disrupting narcotics-related activity within the community. Agencies participating in the initiative included the Berkeley County Sheriff’s Office Criminal Investigation Division, the Martinsburg Police Department, special agents and task force officers from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Berkeley County Sheriff’s Office SWAT team, and West Virginia State Police K-9 units.

As part of the investigation, authorities executed a state-issued search warrant at a residence located at 35 Gall Drive. The warrant was obtained following a joint investigation conducted by the Berkeley County Sheriff’s Office, ATF, and Martinsburg Police Department. Law enforcement officials reported that the search was carried out in a coordinated manner to ensure officer and public safety while allowing investigators to gather evidence related to suspected drug distribution activities.

During the course of the operation, 47-year-old Samantha R. Gilroy was taken into custody at a separate location. Officials stated that Gilroy was arrested based on outstanding warrants connected to narcotics-related offenses. Meanwhile, 42-year-old Thomas Clay Rutherford was arrested at the Gall Drive residence. Rutherford was taken into custody for a probation violation associated with prior felony narcotics convictions.

Authorities reported that the search of the residence led to the discovery and seizure of a significant quantity of suspected illegal substances and weapons. Items recovered included approximately 86 grams of suspected methamphetamine, about five grams of suspected fentanyl, two handguns, an extended magazine, assorted ammunition, and U.S. currency believed to be connected to illegal activity. Investigators noted that the evidence collected during the search is still being reviewed.

In addition to the probation violation, officials indicated that Rutherford may face further narcotics- and firearm-related charges. These additional charges remain pending and will be determined based on the ongoing analysis of the evidence gathered during the investigation and search operation.

The Berkeley County Sheriff’s Office publicly acknowledged the efforts of all participating agencies, highlighting the importance of interagency cooperation in addressing drug trafficking and related violent crime. Officials emphasized that collaborative operations such as this play a critical role in improving public safety and reducing the presence of illegal drugs and firearms in local neighborhoods.

Law enforcement leaders also encouraged community involvement, urging residents to report information related to narcotics activity, wanted individuals, or other criminal behavior.
