1975 Murder of Roseann Sturtz Finally Solved
Ellicott City, MD – Howard County police have officially closed the decades-old murder case of Roseann Sturtz, a 1975 homicide that had remained unsolved until recently uncovered evidence linked the crime to a man already serving a life sentence for multiple murders from the same era.
Charles William Davis Jr., imprisoned at Jessup Correctional Institution since 1978, was connected to Sturtz’s murder after cold case investigators discovered a 1981 audio interview in which Davis discussed details of the crime. Investigators also found a letter from the Howard County State’s Attorney at the time granting Davis full immunity in exchange for speaking about the case.
Although Davis couldn’t identify Sturtz—who also went by “Ann”—in a photo during the 1981 interview, the case remained open for nearly 44 more years. In late 2024, Cold Case Detective Cpl. Wade Zufall revisited the case and showed Davis a different photo more accurately depicting Sturtz at the time of her death, which led to a full confession.
Howard County State’s Attorney Rich Gibson reaffirmed the original immunity agreement, meaning Davis cannot be prosecuted for Sturtz’s murder. The case is now officially closed, or “exceptionally cleared,” by police.
“This was our second-oldest unsolved homicide, and its resolution proves our commitment to justice is unwavering,” said Police Chief Gregory Der. “Thanks to the dedication of our cold case team, particularly Cpl. Zufall, we’ve been able to give Ann’s family long-overdue answers.”
Howard County Executive Calvin Ball added, “This moment represents more than just solving a case—it’s about honoring Ann’s memory and proving that time does not diminish our pursuit of justice. I commend our police department’s tireless efforts in bringing closure to her loved ones.”
Sturtz, 20 years old at the time, was reported missing on August 24, 1975. Her remains were found on December 15 in a wooded area near Route 108 in Columbia. Investigators believe Davis encountered her at a local bar on the night she disappeared, assaulted her, and left her body in the woods. Evidence confirmed she suffered fatal trauma.
In a statement, Sturtz’s family expressed gratitude: “In November 2024, we were finally able to learn the full details of Roseann’s death and gain the closure we’ve waited nearly 50 years for. We deeply thank the Howard County Police Department and Cpl. Zufall for their unwavering dedication to Roseann’s case. The compassion and support shown to us will always be remembered.”
