FBI Agent Convicted of Rape After Creating Fake Modeling Scheme to Target Women

WASHINGTON — A Maryland-based FBI agent previously cleared in a 2020 Metro train shooting has now been convicted of sexually assaulting multiple women, according to the Montgomery County State’s Attorney’s Office.

Eduardo Valdivia, 41, was found guilty by a jury on six counts of second-degree rape and two counts of fourth-degree sex offense after just three hours of deliberation.

Prosecutors said Valdivia used fake names and operated a tattoo shop in Gaithersburg to pose as part of a supposed network of modeling agencies. Under this false pretense, he targeted young women and committed sexual crimes against three victims.

Valdivia, who also went by the alias “Lalo Brown” while working as a tattoo artist, allegedly offered free tattoos to women aged 18 to 21 and promised them modeling gigs. Prosecutors noted that FBI rules prohibit agents from having side businesses like his tattoo parlor.

He also allegedly created fake personas — including a photographer called “L Boogie” and a modeling executive named “Dr. Tiffany Kim” — to arrange photo shoots that turned into opportunities for sexual assault.

The defense claimed that all interactions were consensual, but prosecutors argued Valdivia used his FBI undercover training to avoid detection and that he may have been tipped off about the investigation by a supervisor.

Valdivia is scheduled to be sentenced on October 14.
