Ex-Gettysburg mayor faces child sex abuse charges just weeks after resigning from office

A former mayor from Gettysburg, Pennsylvania is now facing serious criminal charges involving alleged child sexual offenses, just weeks after stepping down from office. The case has drawn significant attention in the community because the former mayor had only been in the position for a short time before resigning.

Chad Alan-Carr, 48, resigned from his role as mayor of Gettysburg after serving less than a month in office. At the time, he said he was stepping down due to personal matters that were not related to city government or official duties. However, authorities have now revealed that he was under investigation for alleged misconduct involving a teenage boy from years earlier.

According to court records, Carr is facing several charges, including felony counts of sexual abuse of children and criminal solicitation to commit sexual abuse of children. He is also charged with a misdemeanor count of corruption of minors. Prosecutors say the alleged incidents happened between 2011 and 2013 when Carr was active in the local theater community.

Adams County District Attorney Brian Sinnett said investigators believe Carr began grooming the victim before the teen turned 16. During a press conference, Sinnett explained that authorities believe Carr slowly built trust with the teenager over time before allegedly requesting inappropriate material.

Prosecutors claim Carr eventually convinced the boy to send nude photos and videos. Investigators say the alleged grooming behavior involved manipulation and building a close relationship with the teen before the conversations turned sexual. However, Sinnett noted that additional potential charges could not be filed because the statute of limitations had already expired on some of the alleged conduct.

At the time of the incidents, Carr was involved in several roles within the local community. Authorities said he volunteered at Gettysburg High School and also served as the executive director of the Gettysburg Community Theater. The victim had been active in the theater program from a young age, which is how the two reportedly became acquainted.

Investigators said Carr allegedly gave the teenager special attention compared to other students during his sophomore and junior years of high school. According to authorities, he was particularly kind and supportive toward the boy, which prosecutors believe was part of the alleged grooming process.

The victim, who is now an adult, told investigators that he had known Carr for several years. He reportedly began communicating with Carr online when he was 16 through platforms like Facebook Messenger and Skype. Authorities say the conversations eventually became sexual in nature and continued until the teen was about 17 years old.

Carr’s attorney has not publicly commented on the allegations. Meanwhile, prosecutors said investigators interviewed several other individuals who described behavior they considered inappropriate, but those reports did not lead to additional criminal charges.

Carr is currently being held on $100,000 bail as the legal process moves forward. His next court appearance is scheduled for March 20 as the case involving the former Gettysburg mayor and the alleged child grooming continues to develop.
