CHARLES COUNTY, Md. — The Charles County Sheriff’s Office, along with the Maryland Attorney General’s Independent Investigations Division, released video footage on Tuesday showing the fatal police shooting of 30-year-old Jordan Proctor in White Plains on December 20, 2024.
The nearly 10-minute video includes body-worn camera footage and audio from the original 911 call that sparked the police response. According to the Sheriff’s Office, the situation was initially treated as a high-priority call regarding a kidnapping and possible sexual assault.
In the call, a voice — later discovered to be Proctor’s — claimed, “A man with a gun kidnapped me… He beat me and raped me and locked me in a room… he has a gun.”
Officers were dispatched to a home in the 7300 block of Tottenham Drive, which had a history of previous sexual assault allegations. When officers arrived, they observed a masked individual inside the home who refused to comply with commands.
Bodycam footage shows officers trying to communicate with the individual, later identified as Proctor, who kept one hand in his pocket and made repeated threats. “First I’m going to kill you… then I’m going to kill him… then I’m going to kill her,” he can be heard saying.
Despite officers urging him to surrender, Proctor allegedly adopted what police described as a “shooting stance,” prompting officers to open fire. The exact number of rounds fired has not been disclosed.
No other individuals were found inside the house. Authorities later determined that Proctor had made the initial 911 call himself, falsely claiming to be a victim.
The three officers involved have been identified as:

Sgt. Charles McCue, a 28-year veteran,

Cpl. Brian Rash, with 10 years at CCSO and 9 prior years of service,

PFC Emily Stalnaker, a 4-year veteran.
All are assigned to the Patrol Division. The Maryland Attorney General’s Independent Investigations Division continues to investigate the incident.
Sheriff Troy Berry called the shooting “deeply tragic,” acknowledging its emotional impact on Proctor’s family and the involved officers.
